    Via electronics. Sensors in the charger (if it’s a good one) measure the battery voltage and use that, plus temperature, to determine the amount of charge in the battery, and to calculate the optimum charging rate, and apply that current. The charger updates these measurements periodically. When the battery is fully charged, the current is reduced to an amount just enough to keep it charged.
